Fund the 10-year Plan	Return the $400 million taken from the Hospital District and use it to fund the District’s ten-year plan for clinic and hospital expansion. Clinic Expansion Create a new, full-service clinic in the Northline area by 2006. Create at least 1 major clinic for each medically underserved area by 2015 and expand school-based clinics. Insure More Residents Expand CHIP coverage and develop an affordable Health insurance plan accessible to all. 1 in 6 businesses do not pay the franchise tax. The State tax burden is regressive, falling disproportionately on the middle class and working poor. Texas ranks 49th in expenditure per capita, because our tax system does not provide a sustainable revenue source for our State’s healthcare and education needs. In 2005, the legislature attempted to increase taxes on 80% of the population, cut taxes for the wealthiest 20%, and provide no new revenue for the State’s growing needs.
