Every published ranking that names a Houston freeway puts I-45 at or near the top. The most recent, a 2025 study by a bail bond company reported by CultureMap Houston, counted 88 fatal crashes on I-45 in Houston from 2019 to 2023, ahead of I-10 with 76 and I-610 with 43.1

None of these lists is official. TxDOT, the Houston-Galveston Area Council (H-GAC) and the City of Houston publish deaths by road class, not by freeway name. The rankings come from a law firm, a bail bond company, two personal-finance sites and a newspaper, and each one counted something different.

All five use fatal-crash data from the National Highway Traffic Safety Administration (NHTSA). They differ in what they count, which years they cover and how they define a road. Texas Mobility Outlook did not obtain the original Future Bail Bonds and MoneyGeek studies. Their figures come from the news reports cited, with route names as those outlets printed them.

Harris County traffic deaths by road type

TxDOT does not publish crash counts for individual Houston freeways. Its annual county tables sort deaths by road class, and its “interstate” class covers all Interstate highways in Harris County. TxDOT does not list the routes, but they include I-10, I-45, I-610 and, by Texas Mobility Outlook’s reading of TxDOT’s route codes, the I-69 sections of US 59.6

On that measure, interstate deaths in Harris County rose from 85 in 2015 to 137 in 2024, the most in the 11 years of tables, then eased to 134 in 2025.6,7 Interstates’ share of the county’s traffic deaths grew from 21.7% to 26.6% over the period. Interstate deaths rose 58% while all traffic deaths rose 28%. Those shares and changes are Texas Mobility Outlook’s arithmetic from TxDOT’s county rows.

City streets are still the deadliest road class in the county by count, with 198 deaths in 2025. For every road class and year, see the table below or Harris County crash statistics.

Counts by road class do not account for how much traffic each class carries. TxDOT’s statewide rates do: in 2025, urban interstates in Texas had 143.95 crashes per 100 million vehicle miles, against 174.60 on urban U.S. highways and 205.64 on urban state highways.8 Those rates count crashes, not deaths, and say nothing about any single Houston freeway.

What city and regional records add

News analyses of TxDOT’s crash records give a partial view inside city limits. Axios Houston counted 280 fatal crashes in the City of Houston in 2025, 90 of them on interstates.9 The Houston Chronicle reported that in 2024 more pedestrians (44) than drivers (43) died on Houston interstates.10 The City of Houston crash statistics page explains why news totals differ from TxDOT’s.

The High Injury Network that the City of Houston and Harris County use to target street safety work leaves freeways out. It excludes interstates, U.S. and state highways, toll roads and other limited-access roads.11 That is one reason published lists of Houston’s most dangerous intersections cover surface streets only.

H-GAC found that 89% of crashes that killed or seriously injured someone in its eight-county region in 2018-2024 occurred on less than 14% of road miles.12 Its regional network includes freeways, but H-GAC has published that layer only as a map, without named segments.

Why the rankings disagree

  • Totals versus rates. The bail bond and Elk & Elk studies rank by total fatal crashes. ValuePenguin divided by route length. None of the four road rankings divides by traffic; only the Chronicle’s metro comparison used vehicle miles. TxDOT’s busiest Harris County count station, on the Katy Freeway, averaged 330,394 vehicles a day in 2025,13 so a high total on a Houston freeway reflects how many people use it as well as how risky it is.
  • Road definitions. ValuePenguin scored all 285 miles of I-45. Elk & Elk used 10-mile segments defined by exit numbers, and its state table labels the Houston I-45 segment “I-35 / Dallas.” CultureMap’s report lists “I-45 in Houston” and “I-45 North Freeway” as separate entries.
  • Years. The crash years run from 2000 to 2023. None of the rankings uses data after 2023.

Where the I-45 “deadliest highway” claim comes from

The claim traces to ValuePenguin’s 2016 ranking of 2011-2015 crash data, in which I-45 placed second behind California’s SR-99 on fatal crashes per 100 miles of road.4,14 Later articles, including a Popular Mechanics list (in a version updated August 2020) and a 2021 study by the Australian insurer Budget Direct, put I-45 first and dropped the data years.15,16 ValuePenguin’s current edition, built on 2015-2019 data, ranks Texas I-45 23rd by deaths.17 The research note Is I-45 the deadliest highway in America? traces the statistic in full.

Congestion rankings are not crash rankings

The Texas A&M Transportation Institute (TTI) ranks road segments by delay, not by crashes. Houston-area roads hold seven of the 10 most congested segments in Texas in its 2025 edition, which uses 2024 traffic.18

The I-610 West Loop from I-10 to I-69 has ranked first in the 2023, 2024 and 2025 editions.19 TTI calls I-610 West a road “where it is always rush hour,” with congestion outside peak periods and more trouble from crashes and stalled vehicles.18 The corridor guides for I-45, I-10 and I-610 give each road’s traffic counts and congestion ranks.
